CapitalVision®, an easy-to-use, Web-based software application, will greatly improve your organization's ability to track funding sources and funds disbursements for capital projects and expenditures. Frequently and repeatedly, management and others responsible for the construction and/or purchase of major capital assets utilize a mixture of Federal, State and Local funding sources. It is very difficult for the owner to coordinate the acquisition of funds, the distribution of funds, the compilation of compliance and audit documentation, and the tracking of asset status once the project is complete. CapitalVision® was designed and developed to help airports, state and local governments, transportation authorities, non-profit healthcare institutions, and higher education institutions meet these business challenges.

The effort associated with tracking a major capital expansion project is often viewed as limited to the management of planning, design, and construction services. Large capital expenditures, such as the construction of a new terminal, a roadway, or the replacement of a water distribution system, are usually funded from a variety of sources such as federal and state grants, bonds, and local funds. Typically, there are many multi-level dependencies between the funding sources (such as matching shares) that must be enforced and guaranteed in order to secure funding.

Funding Sources

The Funding Sources component of CapitalVision® allows the organization to define multiple types of funding sources, the requirements to use those funds, dates related to funds, such as grant application date, and other elements needed to effectively track how funds are being distributed to various capital projects through contracts with designers, contractors, and others. This component also tracks the draws against each funding source and provides a variety of both summary and detailed reports.

Contracts

The Contracts component is designed to track all of the necessary information about contracts that are involved in the capital program. The owner has the option of "defining" the different types of contract statuses, contract dates, contract types, and other features about contracts. Additionally, CapitalVision® maintains important contract information such as change orders, encumbrances and expenditures, invoices that have been paid, information about subcontractors, and other key elements that are needed for proactive contract management.

Projects

The "heart" of CapitalVision® is the Projects component. This component is used to track all of the information necessary to effectively manage project funds and related contracts. Key elements such as the project budgets, project estimates, critical dates, funding sources, and expenditures and encumbrances related to each project are all contained in a single repository with immediate access to authorized users. Actual project plans, photographs, and other descriptive information can be stored with each project as attachments.
